It's possible that he's just a bit shy. Direct eye contact can be intimidating even to those who aren't shy. Make sure that you look directly at him when you are speaking.

He is very shy, and he may like you a lot. I do that a lot. Im not being rude, its because I am shy. Which is probably the case for the guy you are talking to. x

maybe he doesn't think he is good enough for you..or maybe he is one of those guys who looks straight at girls' chests when he talks to them and he has been told about it and is trying to avoid it...could be lying also...depends on how long you know him
