Since your property is private, they have no legal right to hang their baskets from your shed. Even if yours was a council property, chances are they could not make use of your leasehold property unless exterior grounds were specifically identified as common property in the lease or rental agreements.

First of all, where did you hear this from? It is possible someone is just stiring. However, if it is the case they intend to hang flower baskets from a structure which is on your property and belongs to you, they can not do this without your consent. It makes absolutely no difference that they rent from the council and you are private, they would have the same right to refuse you access to their property to put hanging baskets on their shed.
It sounds like their not the sort of tenants who would cause you issues, putting up hanging baskets isn't exactly an act of vandalism, so I'd suggest approaching them openly and telling them what you've heard. They'll probably say it's just a rumour and you can then forget about it. They don't really sound like the sort of people who would trespass and do it under the cover of darkness.
If you don't speak to them, perhaps it's time you did, and you can then sort this out like rational adults.

as far as I know your shed should be at least 1metre from the line between two properties, if this is so, your neighbours must have long arms or you have your shed in the wrong place. But if any neighbour of mine put up a flower basket on my shed I would say thank you very much, an move it to the opposit side of the shed. basically they can't come onto your property and do what they like.Don't get into any arguments see a solicitor or your council and let them do the sorting out.

What is so difficult to talk with your neighbours about the
small problem? First approach them and discuss nicely
about why they wanted to hang flower baskets from your
shed which is in your compound. If they appear friendly and
reasonable in their explanation, then you may accommodate.
If not, tell them nicely and in a firm way, that you don't agree.
I'm sure they will get your message and understand.

If it's your shed they should seek permission first! If they do put up the baskets you have a case for criminal damage against them. However, I'm a great believer in not meeting trouble half way. You have 'been told' about the hanging baskets - wait and see if they do put them up without permission. If they do, speak to them and tell them your concerns. If they don't, you have nothing to worry about.

speak to them first. and ask them nicely, don't wait until they've hung them. Alternatively you could wait until they have done the deed and upset them further by making the,m spend their money for no reason. as long as the shed is youre they are not allowed to hang anything on it - it can be classed as vandalism, especially if they are thinking of making holes to hand the baskets

Phone the Council and tell them that one of their tenants is doing this. But they will probably tell you to talk to them first. But you are right they can't do this without your consent. Go to Citizens Advice and ask them what you should do.

is a hanging basket really so bad as long as thy don't damage your shed it would be silly to kick off over this why don't you try to get along with them why not have a BBQ and invite them along

If the baskets overhang on your property, you can remove them, otherwise you can be reported for theft.
