The universe is full of them, "Planets", no one man invented the ball, it's a copy of the sun and the moon moving through the heavens, if you think laterally, ball games have been played for thousands of years, the human scull in a bag, the inflated pig's/goat's bladder, the ancient Aztec's, had a death game using a ball, 3000 years ago.
The ball is an item which has evolved, you can't invent a variation
of something that already exists, it would be an advancement.
golf, Football, Basketball, Ping-Pong, snooker, Tennis, are not inventions of the ball but a variation, the invention is the game, if at all.

The ball was invented by Captain Enoch Bawl in 1203. Capt Bawl and hi crew had become ship wrecked on an island and were deperately low on food. As morale diminished the crew became mutinous and Bawl needed a diversion. The officers ate the remaining crew and used their heads for amusing games.
From then on crews cowered in terror when ever an Officer mentioned "Playing Bawl", and Captain Bawl had a hell of a time getting new crew members. So he made a fake head and called it a "Bawl" for the crew to kick about.

If you want to be more specific, David N. Mullany invented the wiffle ball about 50 years ago.
G.L. Pierce invented the basketball.
Philip Vaughn got the patent for ball bearings.
Captain Duncan Stewart invented the golf ball.
If you mean for sport it is doubtful there is enough recorded evidence to exactly pinpoint any one person or culture. Regardless from watching several TLC documentaries.
The ancient Aztecs played a form of basketball with a hoop placed on the side of a wall. They used a crude leather ball. Ancient egypt was known to play an early form of soccer with a somewhat circular shaped object.
The first official balls were manufactured by Charles Goodyear in 1836. Other than that read this. "Through out history, humans have enjoyed kicking a ball or something like a ball. South American Indians were known to use a light elasticized ball. However; rubber was not to be practically manufactured until a few thousand years later.
According to historical references and legend, early balls ranged from human heads, stitched up cloth, animal and human skulls to pig or cow bladders.

A Medieval custom was to take pig bladders used from live stock killed in preparation for winter sustenance and inflate them. They would play a game using their feet and hands to keep the "ball" in the air. Sounds like hacky sack to me.
The animal bladder balls were eventually covered with leather for better shape retention."
