I guess it's because our brain is prepared for what is going to happen. The fact that the others can tickle us is due to the sense of another person's touch.

Because tickling is a psychological reaction to defend our body from a sort of "attack". In fact the skin (that is the sensitive part concerning tickling) is the "border" between our body and the outside.

HERE'S MY THEORY ---JUST A GUESS(so dont blame me for being wrong)
maybe- when someone else tickles us then that persons temperature, skin and touch are different, so it becomes external stimuli and we react to it . But when we tickle ourself then the two skins touching each other are same, so there is no reaction to it.
