Lyme Regis works for me.
I take the children at low tide and the rock pools are fabulous.
Best to go when there's not too many grockles about though. The other side of the beach is chips, beer and lardies eating pasties. Not pleasant.
Santa Barbara beach is nice, but a bit featureless. But I'm just name-dropping now.

Bondi Beach, Sydney, Australia. i was lucky enough to be there earlier this year. It was very clean, safe and a friendly place to sit and watch the world go by.Even watched a few dolphins swim past in the distance. Just a great atmosphere, wish I was still there lol.

It has to be in the Indian Ocean because of the crystal blue waters and pure white sand, so from my experience I would say:
Coconut Village, Kuramathi, Maldives, Indian Ocean
South Beach, Bandos Resort, Maldives, Indian Ocean
