It is a saying used usually in a derogatory sense. It highlights that a certain group of people share a certain characteristic, thus emulating the tendency of certain migratory birds to flock with others of their own species. Normally the characteristic is negative, for example if someone was seen with a group of people known to be dishonest, then it is used to imply that they are also dishonest.

The saying basically refers to how when you see a flock of birds, it's usually a large group of the same type of birds (all seagulls, all crows, all geese, etc). Usually people use this in regards to people when people with the same traits or views hang out together. Alot of times it's used in reference to groups of people, such as saying it when referring to goths, or hippies, or the such. People like to hang out with people like them.

it's another way for them to associate you with your friends...or what I call profiling...guilt by association, it is ridiculous if you ask me I may just go against the norm as I hang out with all kinds of people...whether they be straight edge or known to infraction a law here and there, that doesn't mean that I am the same or will make the same decisions as they would so I prefer to look at people for who they are not who they are around...

of course it's true if taken literally. birds that fly in flocks do so with birds of their own species.

figuratively, i think it's true as well, in that we tend to gravitate towards people we are like. maybe it's because we're all narcisscists.
