There is actually an international Hurricane Name Society (association, whatever) that picks names for hurricanes about two or three seasons in advance, ensuring that names alternate between genders, that no name is reused earlier than six seasons (names are recycled) and they also vote to take big hurricane names (like Katrina and Rita) permanently out of circulation.

The world meteorological society comes up with a list of alternating male and female names in alphabetic order, a new tropical cyclone gets the next name on the list. If one is real bad, the name is never used again, if it's minor it's added back to the list for one years down the road.

I know this one. They are decided in Alphabetical order, excluding some letters ( eg. q. x. y. ect. ) and when they get to the end of the alphabet, they begin again , choosing a name beginning with A. and the next hurricaine name would begin with a B and so on.

They use a key of mens and womens first names in alphabetical order (excluding a few) and if the season is a long one and they use a-z they start again. The exact names are chosen by the met office or their equivalent in the courty of origin.

the founder of the hurricane decides it, people who name them after the people they know should really think about it first cause our aunt hilders whipping up a nasty storm winds will be calming as she come into shore.
