Yes! I believe so. Since a debit card can work just like a credit card. And just because the have a certain amount of money on their account doesn't mean they can't go beyond this limit. They're account will just be in the negitives. Which isn't good at all. Watch what they spend their money on. Maybe you should put your name in the account as well so you can get report on what the money is being spent on. Kids do know how to overkill a good thing.

I have never heard of such a thing. In fact, I doubt very seriously it is true because online gambling itself is not illegal. So why would using a debit card to do so be? If anything, it is probably a bank policy that they have. I used to play a lot of online poker but I always used the virtual check option or something similar. Below are a couple of sites that talk about rules and regulations of online gambling amongst other things on the topic. Good luck

Depending on where you are physically resident, the legal age for gambling may or may not make your attempt to do so a crime.
There's also this Paypal rule banning it: http://www.paypal.com/cgi-bin/webscr?cmd=p/gen/ua/use/index_frame-outside&ed=gambling

Stay away. I don't care how clever of a gambler you think you are, you're 16 and already considering seriously damaging your personal financial history. You most likely will disregard my advice, but don't say you weren't warned when you've pissed away all your money.
