Movies have background music to add dramatic effect. However, there has been at least one movie that for the most part did not have background music. The Tom Hank's movie "Castaway" did not have background music for the entire time he was on the island to help give the sense of loneliness. Most people, I'm sure, never really noticed (I was one).

A film maker's goal is for the viewer to Want to watch and to Care what happens to the characters.
Music in a film is one of the tools a film maker uses to reach this goal, because a film score can heighten the emotions that are provoked by a scene.
If you were watching a character running away from something threatening, and the soundtrack was silent (no music) you may not feel that you care much what will happen to the character one way or another. It would be just a normal scene in a fictional story.
But the right kind of music played during that scene may keep you on the edge of your seat, anticipating what will happen to the character, perhaps even wanting the character to get away safely.
More often than not, it's the idea, feeling, or hint of a thing (e.g. something frightening, beautiful, overwhelming, funny) that evokes a greater response and affects us more than seeing the thing itself, and music is one of the most powerful ways of conveying an idea or a hint or an emotion in a film.

To stimulate an emotional response, whether it be fear or sadness or anything else, music creates an atmosphere that would otherwise be absent if it were merely effects and speech that attempted to portray the same feelings of the actors.

music creates atmosphere for the scene. the music will either emphasise the tension, a slow beat may make time seem like its standing still. music suits the characters' emotions, matches the feeling of the scene, and affect our emotions.
