You take classes at a local university or community college.
You can take online classes from some community colleges and university too.
You can also join the ACM (http://www.acm.org) and they offer online computer classes.
It's best to start with the fundamentals of programming by learning a simple programming language. PASCAL, VB, JAVA are all good starts. There's a wealth of knowledge on the internet. After that, you can learn more object oriented programming like .NET (VB.NET, C#.NET) or C++.
C is a nice language to learn too, but it's mostly for more systems programming rather than application programming.
