I belvie they both use the same method and principals, a water heater is just a big square/rectangle kettle

a water heater will heat the water to a specific temperature as preset by you, then cut out until the temp drops, then it will come back on to reach and maintain the specified temp a kettle will only heat water to boiling point then turn itself off

in water heater there is no hydraulic system at all.in kettle it happens just because it is an isolated system so exchange of heat takes placehence the liquid remains hot.Instead in water heater it generates heat for temp.
