is there any way to run or atleast i could open these on my pc so that i could copy these on hard disk or make a new vcd from these

It may happen, beaus the lens of normal vcd player is more power full than computer CD player. So they can read damaged data more accurately than computer CD player.
Try to copy the data in MS DOS prompt. If not be done then you must have to use disk copier rather than the PC

Earlier I thought I will use my PC for everything... But such VCD/DVD limitations(movie getting stuck), forced me to buy a seperate DVD Player... and I am happy that I made a good decision.

Please do not spend much time figuring out how to fix this problem. I advice go for Philips DVD Player.. Its cheap and can handle roughly used VCD/DVD's.

There is no guarentee that the VCD/DVD will work on PC, because the CD/DVD Drives are sensativie. Adding to this, the PC DVD ROM's have region locks and cannot read/play all DVD's.

IT Because the lens on cdrom's are made for reading data and other types whereas vcd only ready the image on the video recorded in it and not the file so you see there is much difference
