I suggest to stay away from Dell due to poor tech support except for business level buyers. Although they tend to be the cheapest and easiest the also tend to leave things out that are need. Core Duo is a major plus because it is the new processor design that allows for great ease of use.
I purchased my laptop from Buy.com for $600 less than what was the list price and it was brand new. For a desktop the price could be pretty resonable.
If Dell becomes the only option, a Dimension E510 would be your best choice for your price range.

You have lot of choices
Intel Pentium HT/Dual core, 512-1gb Ram with flat panel display
DELL
HP
Looks for the deals from deals2buy.com. Watch our for DELL though. Somehow these guys do funny things. One of the guys was crying outloud for not able to return a new computer which never worked for him and another one claiming that DELL sent a used laptop with old user's data on it. These may all be just way to return their systems but definitely DELL service has gone down in recent past.

I highly recommend X Technology, located at the link below. They have pre-built systems of all kinds and prices, and you can custom order one, as well, with all the spec and options you need/want. For $700, you'll be able to get a pretty sweet system from there. I only paid about $450 for mine, and I've been more than happy with it.

IF you go on Ebay you can get brand new computers at much cheaper prices. Just watch the feedback rating in order to get a trustworthy seller.
