This is the money which is being circulated without being accounted to the central bank of that perticular country - mainly with Drug dealers and Tax ignorers. This effects a countries economy in a big way as we can see in Colombia and Mexico.

Also brought in the form of Hard cash above the international or alowed limit from country to another.

It is not block money. It is 'Black' money. That means, this money is unaccounted for. Like someone gave you a bribe and it is in your desk. Some official checked and found the money. You cannot account for that money in legal terms because you have not earned it legally. That kind of money is called black money.

As regards to the other part of the question, its immaterial. As long as corrupt people are there to give and take bribes, black money exists in every place, every country.

Think of ur income of 50lacs per annum and you return a tax only on 30lacs then the rest of 20lacs will be black money.
