I'm trying to find some information on how I can advice a friend of mine. She has full custody of her son, but no judgement for child support was ever made.
He wasn't making any money. He was to advice her when his sitution changed. That was 9 years ago. Her son is now 16. Is she owed any back support? How would she even go about finding him?

If no order for child support was ever entered, she is not entitled to back support. Sorry, but that's the law. If no order is ever issued, he doesn't owe the money for the past. The best she can hope for is to file for child support now until the child is 18 or out of high school. Some states do have policies where support can be continued while the child is in college, so she should check into that.
She should have been checking on this throughout the years instead of depending upon him letting her know when his situation changed. Unfortunately, there are some parents who will lie instead of supporting their children.

Ask the court to rule on the finance aspect of the child custody in order to get money from the person duty-bound to provide funds.

She needs to go to the local child enforcement agency and yes she is entitled to back pay. Its their job to do the enforcement, if she has some basic information, his name, social security, and date of birth, its a good start. We could better answer the question is we knew which state your friend resides.

No order = no support.
She can ask for support now. She could call his family and ask where he is.
