Go to the company/corporate website and inquire about franchise opportunities. If you are too young to open a business or they don't do franchises, then inform them that you would like them to consider building one in your area.

Contact them about starting one up, maybe front some money for it? Maybe ask them what they would like to see from the people like a petition or something?

Depends on what part of the US you live in;if you're in the "Bible Belt" area(Knoxville, Chattanooga, etc), you're going to run into a LOT of opposition because of their waitstaff's skimpy outfits, plus a liquor license will be harder to come by...
