You mean HAARP (High frequency Active Auroral Research Program)??? Why would this have anything to do with lower IQ in the eastern part of [which?] country? It's in Alaska, as I understand it. The "eastern part" of Russia might be involved, I suppose. But what, really, are you talking about?
