Without a doubt, winter flowing pansies, they are only slightly ckecked in severe frosts, they do really flower most of the year if you don't let them go to seed and give them a clip when they start getting a bit untidy.

You're a bit restricted...get plenty of greenery from ivy etc and then for colour you could choose winter pansies (although they really need to be in direct sunlight or they will stop flowering. The other one that's good is primulas.

most plants are a lot more vulnerable in hanging baskets, I would not plan on even pansies living elevated pots like that the soil easily freezes

Violas - lots of colours available. Also plant in some spring bulbs like daffs, snowdrops, crocus and you will get more colour in early spring.
