can not understand your question totally. If your PC is not releasing power then the SMPS is must a AT SMPS. Install a ATX smps.
If your computer is not turning on then the RAM must be loose in the slot.
The power section of your motherboard may be damaged.
I hope you already have checked your power able and other accessories

the problem is not the power supply but heat
your processor is overheating - "it works again if i switch off fo a bit"
check your processor cooling fan it could need cleaning or replacing
the computer will shut down to protect the processor in modern PC's

Your processor is overheating. Spend $4 at Wal Mart for a can of compressed air, and blow all of the dust out of your processor's heatsink.

go to control panel/power options/power scheme and select always in the power schemes and never in the other options....because when you buy new computer the default setting may be different

You may need a more powerful PSU.
Or, you may have a virus causing this, and the PSU at all.
Good luck.

Please provide moreinfo.
Did this start happening after you installed: new hardware? new software? electrical problems thruough out your house?
does it shut off during boot-up? after you get to the desktop? when youtry to open a certain program? after a certain length of time?
With more info, we can give more reliable answers!
