He has to be caught first before he can be brought up on charges. Everyone, the most hated and those said to have committed the most heinous crimes MUST be given a fair trial (or we're just as evil as they are) and given a fair trial... that's what separates us (the good guys) from them (the bad guys). We play by rules of justice, they do not. We live in a Democratic Republic of laws that apply to ALL, not a few.

Because he didn't do it, and our government knows it. He hasn't taken credit for the attacks on 9/11, he has in fact denied it.
