I am pretty sure you are referring to smegma. Are you uncircumcised you probably have it? Just use warm water on it to clean it off. Its not harmful but it stinks and can cause infections if not cleaned. Pull back your foreskin to get the rest of it. LOL Im serious.

Try washing after your done.... pull everything back clean and rinse well. if it still comes back see a doctor.. he/ she will understand it a natural thing.
