Aids is not cause by masturbation but I will clarify it a bit further, if u mean a boy masturbates and the girl permits the fluid to enter her vagina (even without intercourse) the yes there are chances other wise NO

Masturbating yourself, of course not. HIV and STDs can only be transmitted through bodily fluids of 2 (or more!) people.
Unless you're masturbating with someone and your partner is on the 'receiving end' in terms of swallowing or then foreplay, there could be a risk, yes.
