It is determined by two criteria. One is years of experience, the other is the position and/or rank of the individual. A grid type chart is commonly used to show the pay rate that the person qualifies for.

Not really sure. Probably the same way as any other job. My brother in law is a corrections officer and I know he makes decent money. Its salery. Which means no matter how many hours he works he gets the same amount. Excecpt for when he goes over his max 40 hours a week then its over time.
