Go into a newspaper webpage and type the date on the search box, some papers may have an "archive" search box and the results should appear.
For example I went into the New York Times website:
http://www.nytimes.com/pages/todayspaper/index.html
and I typed it on the search box and these results came back:
In Bosnia, Defiance
WHITE HOUSE SEES ADVERSE EFFECTS IN TOBACCO PLAN
3 FORMER MEMBERS OF EASTERN BLOC INVITED INTO NATO, etc.

You have to be more specific. Here is the headline from Yahoo search:
1 - 10 of about 54,400,000 for July 9, 1997 - 0.16 sec.

So, for example, one might include a subject, such as a person, place or specific incident, then 'google' that.
