Check your Power SW, Reset, HDD LED, PC, Power LED, PC Speaker Panel Board Configuration if there is in proper position.

If not, check your Power Button Switch for stucking-up!

You can do it!

Don't turn the computer off at the wall!

First you need to use a UPS (Uninterruptible Power Source) no matter what. That will protect your computer from switches, dimmers and PGE demons.
Next, install the cable from the UPS to the PC and software service application that turns off the PC in the event of a power failure.
Last, if you want to, the BIOS can be entered at startup and configured how to react to a power failure. If you don't want it to power on with the wall switch like it is configured now, change it to ~stay off~ or ~last state~.
The fan should slow down once the OS boots and takes over the APM/SMI. If it stays noisy, the fan bearing probably needs to be partially disassembled for cleaning/lubrication or replaced.

If you are talking about the light switch on the wall, all you have going on is a wall where the light switch turns on the wall outlet that you have your PC plugged into. Dont plug your pc into an outlet wired to a wall switch, someone could turn your pc off while you are doing something and make you lose your data. It could even damage your PC, especially if you do not have a battery backup hooked up to it as well. Try plugging it into a wall switch on a different wall than the light switch and see if that helps. To see what I mean, plug a lamp into the outlet where the PC is, turn it on and see how the wall switch turns it off.

Many computers support turning on the PC when electricity is applied to the power supply. This can sometimes be disabled in the system settings (BIOS). Check with your manufacturer's documentation or website to disable it.

If you don't want this to happen otherwise, plug it into an outlet that does not work off a light switch.

The pressing point of the starting button might be of from the button and it would be pressed to the panel inside . This causes the electricity to enter into the CPU directly without any block leading to the supply of over electricity to the CPU. I guess this is why the fan is also going in a high speed .

The better thing to do might be to give the CPU for servicing . If the warranty period is not over the i guess they would solve it for no cost .

It sounds like you have a faulty switch in your PC's case, this can be caused due to wear and tear, or the actual switch being incorrectly wired.
I would suggest you take the unit to a recognised repair shop and get them to check it out, there is the risk of further failures if you leave it too much longer as it could damage the main power supply.

Some computers can be set to reboot after a powerloss.
Sound like you have that setting to ON
when you turn on the wall switch, it just start again as it feels like the main power is back.
Check you BIOS settings.

Sounds like your power switch on your PC is jammed on the "on" position..push it in and out a few times and try again and see if that fixes it..otherwise you may need to replace it

I have the exact same problem.
Check behind the back of your tower and theres an on/off switch there it may do something.
