Basement Jaxx is correct.. There's also a happy hardcore track called Red Alert by Simon Apex, but your looking for the Basement Jaxx track I'm sure...

Mojo Stuck's "2 minutes of death" has 'red alert' in its chorus.
Rush's "Distance early warning" mentions 'red alert', but I wouldn't have thought that it was a dance song.
Apollo 440's "Ain't talking 'bout dub" has 'red alert' in it's lyrics.
I have to say I agree though with those who say it was Basement Jaxx's "Red alert".
