First you must go to Bill, then go into the house next to the path that takes you to bill there should be a hole in the back of the house. Then there is a path on the right you need cut for it and vermillion city is below.

lol god this was like 10 years ago...but you go throug htat one house that got robbed and tehre should be hole in teh back wall. There then should be a trail and i think you need cut. IT will take you down these series of sloeps where the pokeman babysitter is and should lead to celadon , saffron, and lavender...i think

Ah, you have to fight the Rocket Grunt in people's backyard and go around and south to Vermillion, but I'm pretty sure you have to at least visit Bill first, if not beat Misty...
