Are teachers in Arkansas, in Vocational education, classified or unclassified employees?

Teacher at Career Center in Arkansas would like to know if considered a Classified or Unclassified employee. Career center is run by a community college, but students are in high school and teacher is a licensed teacher. Wants to know if this position is covered by Bill 1945.
