I've had 3 go out that were relatively brand new in the past year (helping other people with their computers). It's always a possibility that the drive is bad and needs to be replaced. If it's new the company you bought it from should be able to send a replacement and have you ship the bad one back to them after. I had a MPC drive go out this week at work and it needed to be replaced. They are cheap to replace if you have to buy one. Go to www.newegg.com if you have to order one. You can select the proper color and get one that has a good rating.

It can be one of two things:

1) The laser is burnt out. You said it is almost new, so i doubt it unless you are mass producing bootleg CDs. LOL

2) The drivers for the CD-RW ROM are missing. You may after to reinstall them. If you have Windows XP you can just system restore to a day that you know that it worked last. If you have any important files on you computer, you could lose them though if you do not have a backup. You can avoid this all together if you already have a second working CD-ROM installed. Just reinstall the drivers and you will be good to go. I hope this helps! Good Luck!

try to boot from cd, if it boots then software problem, if it wont then its hardware problem. Try cleaning it first using cd cleaners.
