Yes, because we get taxed on the whole bill, including the bar portion. And if you get the drink in the bar, but don't pay for it in the bar, I wouldn't tip the bartender. At my restaurant, we have to tip out the bartenders out of our tip, so they are basically getting part of your tip That might sound rude, but they get more than they should out of our tips. If you pay for the drink at the bar, then you should tip them then.

Yes you include the bar section. Actually if your meal included alcohol, that part of the bill should have a 20% tip as to where your food bill is usually 15%.

Yes. The bartender usually takes 10% of all waiters/waitresses tips.
If you tip the bartender separately (like in a jar at the bar) you'll actually be tipping him twice if you add a tip to your total bill.

I always close the bar tab separately -- and tip separately. If you pay it all together, you have to tip including the bar.
