Most definitely they are. The United Nations has 185 members, I believe? Each member voices their opinion, and each member must follow the general opinion of what they believe must be done. The council leader, or something, is held by an African. I dunno his name, but I think it rhymes with "Coffee".

If a UN member/respresentative is declared his/her represented country must do something, they must follow out the order. However, declarations by the UN take a long time to process because of the large number of members part of the UN. I believe that not all official countries are a part of the UN, and they each have their own right and choice whether or not to take part.

As for following the orders, the council comes to a decision that must be agreed to by unanimously. For example, the ceasefire in Lebanon was issued by the UN. To enforce the UN's decisions, there is a special unit of UN "soldiers", wearing blue helmets with a white "UN" on the frontside, that overwatch the process.

For clarification there are currently 192 members not 185 as some1 stated earlier. And UN decision do not have legal power over nations. Unless of course they come from the Security Council. But even in such a case only a real international consensus would make them "law".
