Try some light weight training. This builds up the muscles under the chest and helps them to sit a little higher.
Believe it or not. The excercises I did when I was younger and without weights really worked.
I would start with my arms bend upward in front of me and take them out to the sides 3 sets of twenty while chanting, "I must, I must, I must increase my bust." Don't laugh. Like I said it did work.

Have you try exercise? By exercising your upper body, your muscles will grow tougher and seems bigger and it will boosts your breasts into better shape. Not bigger, but definitely not smaller either.
Also by exercising, you avoiding more bad exposure or fixtures onto your breasts. I mean, less risky by exercising.

What's your overall health situation & age?? If you are a normal woman, then eat healthy and exercise the pectoral muscles which lie just beneath the breasts. This will provide better support and they will look bigger.
My big concern is that you don't have an eating disorder.... Please confirm...
