who foots the bills for your utilities? you or the apartment?
you have the grounds for a SWEET lawsuit! i'd get some signatures of other fed up tenants and hire a lawyer!

That Cheap bastard..sorry you have to go through that.
I would call the police and file a police report..then I would call the local Housing Authority.

Call your States Health Department- or Attorney General. If THAT doens't work- call your citys newspaper.
