Many hand tattoos tend to look faded, and poorly done especially over the years. Think of how much sun exposure your hands get.
The hand is one of those places where a tattoo is most likely to get infected because of so much contact to dirt and bacteria.
It could also be a home-done tattoo.
But I've seen some professional done hand tattoos that look bad.
