if you play guitar this question is so so dumb... you must know that playing fast with a guitar has nothing to do with the instrument, is about your fingers how fast you move them ;)

The "fastest" guitar is that instrument having the lowest fretboard action possible which won't produce buzzes in any of the frets. Next are the type strings you'd use. Regardless the gauges you prefer, I'd recommend Elixer brand strings because they're smooth and do not squeak when sliding up or down the fretboard.
Other brand-name strings can produce the same effect; I mention only Elixers as a start, particularly if you use an acoustic guitar.
Any set of strings can be quick under the fingers if you apply a little talcum powder to your left hand. Your movements may be smooth as silk, but you could end up having powder all over your clothes.

I`ve had all of them. I have ahd a dean V , A gibson v, and a Jackson king V. The Jackson was the best I think but the dean was more affordable you just have to change the pickups in it. King V came with EMG pickups the dean I changed the pickups to Kent Armstrong Motherbuckers. Strongest pickup without going to an active pickup. I rather play the Dean V for all around price and playability.

The hands that play it !
If you want to be good the brand is secondary next to hours of practice and determination. If you want to play fast, I recommend a guitar, no matter the brand, that has sensitive touch with the frets. As opposed to acoustics where you kill the fingertips just playing 10 mins.

Many different brands have fast action. There is no "Fastest " -- the player is more important than the guitar.

It's all a matter of fretboard feel. Usually, go with one with a radius of more than 10 inches. Ebony or rosewood fetboard is good. Also, Set neck/ neck-through will help with upper fret access.

It's not the guitar, it's the hands.
