She is having ration card. and mostly it is not accepted for age proof.I am 54 yeare old. I am having age proof. Can I use this to prove that my mother is a senior citizen

Can she get a copy of her birth certificate? If not, are there any records of when she was in the hospital to have you, they may have recorded her age then, and you can use that as partial proof now.

You can go along with your mother to a lawyer- make an affidavit , declare near the judge her tentative age and get a proof. Later you add her name in your ration card too.
