If i make it avaible using the product stated above,it will be password protected, can i allow my family to access it legally. Like, i pay the bill and allow 3 other households access to it?

Although sharing your internet using a router is legal, the distance of 25 miles is impossible from what I know.
The optimal range would be within your own house or between consecutive floors (upstair/downstair). If your family member house is right next door, it should be okay as well.

Please don't read on if the range (<25 miles) is not what you exected/wanted.

1. Retail: You can buy wireless routers at stores such as ComputerCity (USA), BestBuy (USA/Canada), Futureshop (Canada)

2. Buy Online: If you really want to buy online, try newegg.com, tigerdirect.com, ncix.com etc

3. Brand name: Linksys would be your best choice but might cost a little more, D-Link is cheaper and is decent.

25 mile radius?? I dont think it is possible with the wireless routers that you can buy commercially from retail stores/internet websites (such as amazon/newegg).
