There is no gap of authority. The president is still the president until the moment his succesor is sworn in. At that moment the new president takes over.
Lame duck' refers to his dealings with Congress. Congress doesn't feel quite the need to work with a president who is going to be out of office soon as it does with one that may be around a while more.

The outgoing president is president until the president-elect has taken the oath of office.

So if the attacks had taken place on Jan 11 2001, then President Clinton would have still been President, and would have been expected to bring President-elect Bush into the discussions and strategic planning.

q: who would have been elected in 2000 during the lame duck period had there been attacks before the actual election (like in sep of 2000)?
a: probably president bush

in any case, the president is in power whether or not he is a "lame duck."

Still would have been the president until he was replaced. He's a lame duck because he has no more clout not power.

The standing president is still in power but that just means that you have limited power in making things happen here but he would still be in charge of everything till the new guy gets in.
