Do you mean ugly on the outside, or ugly inside? It's possible for people to be attractive but to have ugly personalities. On the other hand, it's possible to be ugly outside, but have a very beautiful personality.
Ugly can also be a relative term, the same as beauty.

It is true that beauty is in the eye of the beholder. In other words, completely subjective. You have assuredly met people that you perceived as being ugly, but they still found someone who was willing to help them reproduce. Everyone is considered ugly by someone.
