Unfortunately it will involve draining the pool and uprooting the liner to gain access to the bad concrete. Not going to be fun! Call your local pool dealer and explain your dilemma to them. I would have it contracted out so it's done correctly. Good luck.

Liner pools generally do not have concrete under them so if it is a liner in an old concrete pool remove the liner, then remove the concrete section and replace that section with vermiculite mixed with portland cement this is the typical base for vinyl liners. If that is the base then you may have a rock pushing through either way repair is the same.
