Oh that is a tough question. I suppose it would depend on my mood at the time, what type of music I wanted to listen to. Some of my favorites are:

I think you have to rate guitarists not only by technical skill, but also the music they create with that skill.
There are many technically skilled guitarists who are equal to or even better than Jimmy Page, but how many have created such classic songs (not just guitar riffs and solos)? For example, Eric Clapton's a great guitar player and has created many great songs, but he's also created a lot of crappy songs and wasted his talent from time to time.
Jimmy Page's ratio of great songs to mediocre/bad songs is pretty good.

I think it's a toss up between Steve Vai and Angus Young. Dave Navarro is pretty good.
