There is still a risk of getting an STI this way. Try taking a condom (unlubricated), cutting it down one side and holding it over her. This way, you can still stimulate without actually touching her and you won't get an STI. If you know 100% that she is clean, then it is fine (which you should because you wouldn't be giving oral unless you were in a commited relationship).

the only thing you'd need to worry about is is she has an STD, HIV/AIDS. otherwise its fine. oral sex is great! stay safe!
