right now i'm watching the OSU/Texas game and not one flag has been thrown for Texas...and there should have been some.....

do they just pre-determine before the game that almost all the flags will be against one team?

Sometimes a team gets favorism because of there status and historical preformance/reputation.
This is true in soccer(football), basketball and baseball.
I don't think it pre-determined because if was the fact then both teams would be in trouble for match fixing, collusion between the teams to gain money or corruption.
