In the U.S. it is Minneapolis. Worldwide, There are two large cities in Russia with similar (very cold) climates. Perm and Novosibirsk. Perm is slightly colder, but I believe the population has recently dropped to just below 1 million. Novosibirsk has about 1.5 million inhabitants. With the exception of Antarctica, Russia is the coldest place on Earth.
