As a juxtaposition on his occupation Homey is surly, has a short temper and is not at all clown-like. If someone asks Homey to do something clown related, he would either demand money or fight violently against the clown stereotype by hitting people, usually the children, with a stuffed sock. This was followed by his popularized saying "I don't think so! Homey don't play that!" The saying is still used today, even by people who don't understand its origin. After every party or gathering Homey performed at, he would end with the Homey the Clown song: "Homey the clown, Don't mess around, Even though the Man, Try to keep him down, One day Homey will, Break all the chains, Then he'll fly away, But until that day, Homey don't play." Often times, when singing his songs, the last verse would deteriorate into long rants about Homey's stance on life, which he would insist the children at the party repeat in the sing-along, word for word.

If someone suggest that you do something completely out of your character your response could be 'homey don't play that' meaning that is something you cannot and will not do because it conflicts with who you are and what you believe.

it's a homey the clown, get smacked with an inanimate object 'in living colour' thing.

it might mean, 'i'd rather not, if you don't mind' with an incredibly hostile bent.

It is a quote from a clown portrayed by one of the Wayan's Brothers (I think) on the show, Living Color. Isn't that the same show JLo was on?

These other clowns might cater to your every whim but I don't, won't, and will never do that. Make your own balloon animal, honky child.
