Sounds familiar - most likely you aren't hanging out with the right crowd.
If you are really quiet and shy, you won't get much attention no matter who you hang out with. However, you could be associating with a bunch of people who don't identify with you very much.
Try getting some different friends and see if anything changes. It could be that you will find some people who are willing to listen to someone who isn't the loudest talker all the time.
Or, when you hang out with people more like yourself, you may find yourself transformed into someone who speaks-up more often because he knows someone will actually listen.
