i used to have one of those and I soaked it in my bathtub with laundry soap, then hung it out to dry. If it's really dusty, remove the shelf and beat the dust off of it first.
if it's one of those white ones (like from the Phillipines) Clorox II (non-clorine bleach) works really well to get it white again.

I used to be into making macrame. I used to wash them by hand and let them dry naturally...if it has a shelf, put the shelf back into it.
Now, I am lazy and I take them to the dry cleaners and let them do it.

Cold water and baking soda with a couple teaspoons of vinegar should clean it right away then hang dry. If its dingy you can add some lemon juice to the mix.

Wouldn't you be able to machine wash this on gentle cycle and either air dry or put into dryer?

Get wooden shelves and plastic hangers, that way your cloths will smell fresh.
