after you defeated elite 4... choose blue for latios or red for latias... look at your pokedex to know its location... DO NOT USE FLY GOING TO ITS LOCATION OR IT WILL MOVE TO ANOTHER LOCATION... once you are lucky enough to find it, it will flee after you attacked it so i would recommend that you use a pokemon with "mean look" or "arena trap" so it wont escape... if you dont have these, your last resort is the master ball... hope it helped...

according to http://www.serebii.net after you beat the elite four, you "pick blue", and it will be in a random wild battle in the overworld.
i haven't gotten that far in emerald... i got up to the breeders and have been messing around with breeding...
if you didn't "pick blue" (whatever that means) then you will need the eon ticket, like it or not. sorry.
