if the belt snapped its most likely a frozen compressor, can get pricey your proly looking at around 6-8 hundred with labor and parts. take the comp and see if you can turn it by hand with ac off if not its locked up and you need a new comp and you need the system flushed out and an in line filter installed to protect new comp also you will need to replace receiver/dryer with new comp. now as far as electric, if you have a friend hit the a/c on while your looking under hood the clutch on comp should engage and click on.

You got taken, but what do you want for $500.00?

Do you have 12v at the clutch when the AC is turned on? If so, the clutch is toast. If not, the wiring or the controls are bad.
