Federal loans are mostly given to American citizens. The international graduate student has no choice but to provide for his own funds. He has to work as everybody else on a student visa, Or he can find a big company to sponsor him to provide him with a working visa, Depending on their agreement, usually they require of that a student a minimum of 2 years of service. Or he could volunteer to research lab as guinea pigs. But most of them work and go to school. He can not join the military forces which provide good training, and education, He has to be a US citizen.

"International grad student"? Does this mean you are studying in America but are a citizen of another country? How dare you ask the US taxpayers to finance you while our own kids have to compete against you to get into our own colleges!

Go study in your own country.

Find a Graduate Research Assistantship or Fellowship that will pay your fees for you.
